Evict unauthorized occupants from UD building: APCF
ITANAGAR, Aug 24: Arunachal Pradesh Colleges' Forum (APCF) today urged Capital Complex Deputy Commissioner to evict the unauthorised occupants of UD housing building at Nirjuli saying that the building has been temporarily allotted to higher and technical education for setting up of Government Women College.
In its representation to the DC, APCF said that any delay in evicting unauthorised occupants would hamper classes in the college. The state government has recently announced the Government Women College at Itanagar in view of the overcrowding students at Dera Natung College here.
RGUSU writes to Chief Minister
ITANAGAR, Aug 24: Rajiv Gandhi University Student’s Union (RGUSU) has drawn attention of Chief Minister Nabam Tuki towards the deplorable road condition from Bage Tini to Rajiv Gandhi University (RGU) and demanded for improving the road at the earliest.
RGUSU in a meeting yesterday attended by all community based student leaders and representatives from Rajiv Gandhi University Scholars Forum discussed various issues and problems faced by the students of the university like scarcity of drinking water in the university campus and urged the Chief Minister to mitigate the problem immediately.
The union in its representation to the Chief Minister further threatened to launch democratic movement in case the the state government fails to address the problem at the earliest.

Quick thinking Dapo Police cracks case

Daporijo, Aug 24: Daporijo police has cracked a burglary case within 12 hrs of incident. This morning around 8 am, a burglary case was registered at Daporijo police station. As per the complaint, an unidentified miscreant entered into the wine shop located at Forest colony and took away Rs 80,000 and large numbers of liquors during the night time.
Police immediately swung into action and after thorough investigation they succeeded in tracing out the accused at around 4 pm.
A case was registered against the accused under appropriate section of IPC. However at the moment accused is absconding from the clutches of police. Police have recovered many stolen items like electronic goods, Rs 5000 and other items. The absconding accused is believed to be habitual offender and committed crime along with his accomplishes, informed Officer in Charge Gocham Tassa. He assured that fleeing accused will be arrested soon.

Flood situation worsens; thousands evacuated
ITANAGAR, Aug 24: After mighty Subansiri left a trail of devastation in Upper Subansiri on Friday, flood situation in other parts of the state worsened on Saturday with numerous villages in Lower Dibang Valley and Lohit getting submerged.

Over 3000 people were badly affected by the current wave of the flood at Paglam. The affected villagers have been evacuated to safer places along with their domestic animals, Tayeng told. The villagers of Paglam have been reeling under flood for the last 15 days.
The Government Secondary School, Paglam has also been submerged by water forcing the school authority to close down the school temporarily.
Flood situation was also grim at Dambuk ADC headquarters. The Sisar river is dangerously flowing above the danger mark inundating entire paddy fields of the area, he said, adding that 400 mm rainfall has been recorded at Paglam area in the last 48 hours.
There were currently 100 quintals of rice stock for the flood affected people of Paglam and Dambuk out of which 50 bags have already been distributed, he said. He also told that the district administration will press the state government for dropping of food items if the situation does not improve.
Country boats provided by local MLA Gum Tayeng last year have been the only means of transportation for the marooned people, he said.

When contacted, Lohit Deputy Commissioner Dr Brij Mohan Mishra told that the district administration is strictly monitoring the situation and using sand bags to keep the nallahs from overflowing. The DC also informed that the road communication via Pashuram Kund has been snapped following landslides triggered by heavy rains. Traffic movement between Tezu and Tinsukia, Assam through Alubari Ghat has also been snapped due to rise in water level.

Disruption in road communication is not only affecting the common people but also causing hardship to daily wage earners and vendors.
The suspension bridge over Menga, which connects Debom village under Gusar circle,has been damaged by flood due to heavy rains. The villagers are taking the road via Nasi village to reach Daporijo. Moreover, border villages like Nacho, Limeking, Siyumand Taksing remained cutoff from rest of the world for many days.
Meanwhile, All Tagin Students Union has submitted a representation to the district authority demanding immediate restoration of road communication.
In another representation, All Tagin Youth Organization has appealed to the Deputy Commissioner to release relief fund for all the affected families whose property have been either damaged or lost during the recent flood.

Arunachal health care system suffers for want of proper research work

ITANAGAR, Aug 24: Though successive governments in Arunachal Pradesh have been claiming prioritizing of health sector, the situation has not improved much at ground level. Health department is being treated at par with other works departments. Today people look at health department as source of "making quick money". These days medicine and equipment supply to health department have become lucrative business in Arunachal.
Arunachal is blessed with rich natural resources and is home to many medicinal plants. However, the state government has totally failed to tap the available resources. They have virtually neglected the research part which is an important component of health sector. Doctors are not able to crack many medical cases due to the absence of research facilities and lack of support from government. Unfortunately, the government of Arunachal has only concentrated in upgrading hospitals and setting up new health centres without giving much attention to research sector.
Because of our unique geographical, demographic and ethnic character, the policy framed at international and national level may not be relevant for us. It is not possible to implement all the policies framed at Delhi as it may not suit our state. So, there is need to tailor health policy according to local requirement which need to be evidenced by research.
Arunachal is said to be the 10th biodiversity hotspot in the world with more than
81% (68,019 sq. km) of its total geographical area under forest cover. There are
more than 500 species of medicinal plants. There is need to bridge the gap between
traditional knowledge and conventional therapeutic system. Such move will kindle
interest about herbal research in the state. Many herbs are consumed as vegetables
by tribal people, which need to be scientifically studied to find both beneficial
and harmful effects. Diseases like Hepatitis -
"Hepatitis B & C has a very high prevalence in some districts of Arunachal Pradesh as reported by doctors working in the interior areas. There is an urgent need to establish the epidemiological and etiological factors to assess the mortality and morbidity of the disease," shared Dr. Nabam Peter (MBBS, MMST), Scientist 'C' cum Nodal Officer (Health Research). Further he added, "As per the Population Based Cancer Registry at Arunachal State Hospital, Naharlagun and General Hospital Pasighat, the prevalence of cancer is very high in Arunachal Pradesh. We need to assess and establish these facts through research."
Malaria and enteric fever are endemic in Arunachal. We should carry out research to establish baseline serological titre for diagnostic purpose. There is need to establish the relevance of Rapid diagnostics kits so widely used in absence of clinical laboratory. Also our tribals have unique food habits and expert believes that it is one of the main causes for some of the dreaded diseases affecting people of Arunachal.
"There is serious need to carry out biomedical research. Effects of our food habits on our health have not been properly studied. We consume many indigenously available plants and animals. We need to establish the harmful or beneficial effects of these food items through research," stated Dr Peter.
He also informed that prevalence of pterygium (eye problem) is high in Apatani population and high prevalence of childhood pulmonary Tuberculosis is being noticed in certain pockets of East Kameng District.
Health department should give more emphasize on research related activities keeping in mind the above facts. They should understand the fact that buying medicines and constructing new hospital building alone will not improve the ailing health sector. In the long term interest, medical research should be prioritized in Arunachal.

KHONSA, Aug 24: Tirap Deputy Commissioner Kamlesh Kr. Joshi urged the Thinsa villagers near here to preserve their rich traditional culture.

Floods in Assam 'nothing new': DoNER minister
GUWAHATI, Aug 24: Union minister for development of northeastern region (DoNER) Vijay Kumar Singh on Friday said floods in Assam is "nothing new".
"Flood condition is nothing new to Assam. I have been dealing with floods in Assam since 1970 onwards," Singh said at a press conference here.
On his ministry's role in finding a way to handle this perennial problem, Singh said "DoNER has got no role in flood control. It is a job of ministry of water resources. DoNER funds are not enough even to contribute to type of things that the state require.
"I can be initiator. I can be catalyst. I can assist. I can suggest. I can push. But if you are thinking that the DoNER is going to do flood control, I am sorry that is not done. We have to go to the charters," the Union minister said.
He said DoNER's role is to carry forward development work in the field of infrastructure, education, health sector, employment and skills among others.
When pointed out that the flood creates huge challenge and destroys a lot of developmental works, Singh said "It is not being stopped but flood causes a damage to life and property. So lets separate it out. Lets not get just stuck on floods ... Flood is not just development. Flood is only a part of the issue." He said silting of Brahmaputra is a big problem and nobody gave a serious thought on this over the years.

An open letter to Education Minister
Dear Editor,
I as an elementary teacher of a Govt School would like to draw your kind attention to the poor quality of NCERT textbooks being used by Govt schools particularly Mathematics book of lower primary classes.
I can’t imagine how children of Lower primary classes will equipp themselves with basic concepts of mathematics by learning the current mathematics text books. If you have any doubt, please have a look at the mathematics books used by children of lower primary classes.
The mathematics books of Class I to V are of very low standard which does not help the teachers and students.
So, it is my sincere request to you to look into the matter seriously and find out a final solution to low quality books and ensure that quality books are provided to the students. We talk of quality education but there are so many things to be taken care of for ensuring quality education, supply of sufficient and quality books, sincerity of teachers, hostel facilities for Upper Primary students, teaching of English and Hindi grammar, moral science. All are to be fulfilled. Govt spends huge amount on students’ stipend but most students spend those stipends within no time on buying mobile handset.
I think that amount they get as stipend is enough for them to survive a year if they stay in hostel where they could eat and study whole year.

Anelih is out of reach
Dear Editor,
While most of the district Circles and Blocks of Arunachal Pradesh have been connected with the rest of the world but unfortunately, Anelih Circle under Dibang Valley District of Arunachal Pradesh is yet to be connected.
The road connections to the valley are in such a deplorable condition that the people of the Ahi Valley have to walk for days to reach the nearest village so that they can avail the medical facilities, basic education institutes and ration shops.
Although the land of Anelih circle (Ahi Valley) has enough potentiality for development of Agriculture, Horticulture, Pisciculture, Hydro power, Textile and Handicraft, Forest base industries and Tourism there have been no visits of so called state parliamentarians and cabinet ministers to promote it.
The Ahi Valley on a defence point of perspective also lies in a very precarious position of being compromised by the Chinese as there has been frequent citing of Chinese Military forces (PLA) by the local villagers.
Therefore it’s high time the Chief Minister and the Members of Parliament from Arunachal
Pradesh have to look into the matter wilfully and carry out infrastructural development

In a welcome development, the Capital Complex District Administration has intensified patrolling around capital area. As per the report, DA along with city police has increased late night raid and patrolling within the Capital Complex in order to check the crimes being committed during night hours. The patrolling team has found a couple of small shops selling wine, beer, whiskey without possessing valid licence. Three persons were arrested in connection with this illegal business.
